On 8 April 2026, Tailscale moved its business plans from usage-based to seat-based pricing with "Pricing v4" – a structural change that affects many IT budgets. Tailscale itself describes the change as a simplification with more features per plan, and for some users that holds true: the free Personal tier now covers up to six users, and features like SCIM and device posture are included in more plans. But for teams with many intermittently inactive users, the shift from "only active users count" to "every assigned seat counts" means noticeably higher and less predictable costs. What Tailscale Actually Changed in 2026
The key points of "Pricing v4", verified against Tailscale's official announcement and pricing page:
- Model change: As of 8 April 2026, business plans are no longer usage-based but seat-based. Billing is per assigned seat, no longer per active user in the billing period.
- Personal stays free and now covers up to six users with unlimited user-owned devices – the former paid "Personal Plus" tier is therefore retired as a separate paid plan.
- Starter becomes Standard: The former Starter plan (per the historical pricing page $6/user/month annual or $7 monthly, usage-based) is now called Standard and costs $8 per seat per month.
- Premium stays at $18 per seat per month and gains additional features.
- Enterprise remains custom on request.
Tailscale justifies the step by noting that usage-based pricing was elegant but created "too much friction": customers struggled to forecast their costs and could not compare Tailscale with seat-licensed competitors. Important for existing customers: anyone already paying keeps their current plan, according to Tailscale, "at the same price for at least another twelve months" – with no forced transition during that period.[1][2]
An Honest Assessment: Simplification or Price Increase?
Both are true – depending on your starting point. Those on Personal Plus or running a small, consistently active team often come out well with the simplification. Those who paid usage-based with a team of many occasional users will experience the change as a price increase. In the Hacker News discussion of "Pricing v4", a founder of an eight-person startup calculated that only about half of eight people were active per month: "Right now we're paying somewhere between $6 to $12 depending on usage, but if I'm reading the new pricing correctly, that jumps to $64 a month."[3]
Such reports are individual cases, not a universal calculation. But they illustrate the core of the model change: seat-based pricing decouples the bill from actual usage. It is precisely this lack of upward predictability that tips many teams toward evaluating alternatives. A seat is occupied as soon as a user logs in for the first time and only frees up when the user is removed. Invited but not-yet-logged-in users do not occupy a seat.[2] For organizations with seasonal peaks, external contractors or many rarely active accounts, this shifts the cost curve upward.

Cost is only one side. For European companies, the question of where the control plane runs is at least as important.
Where the Tailscale Control Plane Lives
Tailscale is a Canadian company headquartered in Toronto – so not a US company. But the decisive question for sovereignty is not the company's domicile, but where the central control plane is operated. This coordination server (controlplane.tailscale.com) is a proprietary, centralized cloud component that handles authentication, network state and policy distribution. The user traffic itself is end-to-end encrypted with WireGuard – Tailscale cannot see the content. The control plane metadata (devices, users, keys, connection timestamps), however, is processed through this central cloud. Because the infrastructure runs on AWS, an indirect link to the US CLOUD Act arises – even without a US domicile. Where the NetBird Control Plane Can Live
With NetBird, the entire control plane is open source and fully self-hostable – management server, signal server and relay.
